2001 ANNUAL REPORT OF THE

TOWN OF EASTON WATER DIVISION

 

To the Honorable Board of Selectmen:

 

MISSION STATEMENT

The Easton Water Division is dedicated to providing, protecting and preserving today’s water supplies for tomorrow’s consumers. Our commitment is to supply quality water that complies with all State & Federal standards, provide education and excellent customer service, and to be the leaders of our profession.

 

I respectfully submit the following report and pumping record for the year 2001.

The greatest amount pumped in one day was 4,668,000 gallons on 5/12/01.

Total 2001 Precipitation was 45.86 inches.

 

The Water Division responded to 2,103 service and emergency calls:

            Connected 58 new services for a total of 6,719 active services

            Replaced 505 meters

            Renewed 2 services

            Repaired 18 service leaks

            Repaired10 broken water mains

                        8 - 8" mains        2 - 10" mains

           

In 2001, new subdivisions and water main improvements added to our system:

490' of 6" water main

2,760' of 8" water mains

3,000' of 12" water mains

18 new fire hydrants

 

We now have a total of 152.5 miles of water mains, 1,322 hydrants and
2,786 valves in our system.

 

The Water Division read 12,507 meters, prepared and processed the bills for mailing;

3,914 delinquent notices were mailed and 259 final bills were calculated.

 

This completed the thirteenth year of our Backflow Prevention Program.  Since 1989, we have conducted 253 surveys of facilities to ensure appropriate backflow prevention devices.  This year 18 commercial buildings were surveyed.  We have 213 testable devices in the system, 123 double check valve assemblies and 90 reduced pressure zone backflow preventers. This year 273 backflow prevention device tests were performed.

 

In order to meet the requirements of the Federal Safe Drinking Water Act,
                        672 samples were taken for bacteriological analysis

                        6 nitrate analysis

                        32 lead and copper

                        12 routine chemical analysis

                        7 secondary contaminants analysis

                        6 volatile organic compounds analysis

                        2,098 pH samples

                        1,435 chlorine residual tests

                        1 inorganic compounds analysis

                        12 unregulated contaminant monitoring rule

                        6 UV testing

                       

We continue to actively survey the water system using digital correlation technology.  Due to temporary reduction in work force, we were only able to survey approximately 50 percent of the entire water system.  We anticipate covering the entire system in the coming year.

 

This year we performed our 8th consecutive year of system-wide uni-directional flushing program.  This program cleans all sediments from the water mains and helps ensure the delivery of safe, clean water to your tap.

 

The staff continues to educate our peers, students, and the public on conservation, and Water Works education.  We have given numerous presentations to Water Works organizations, provided tours of our facility to NRT children and held Annual Open House as well.

 

The meeting room at the Easton Water Division office at 417 Bay Road has become in high demand, as virtually the only town meeting room, and it was utilized 63 times during the year for both daytime and nightly meetings and training sessions.

 

We conducted a Household Hazardous Waste Collection Day on September 22, 2001, with 306 residents participating at a cost of $10,954.00 to the Town.  I would also like to thank the Easton Lions Club for their effort in assisting this event with the collection of TV’s, computer monitors, and white goods.

 

The design of the Town’s ultraviolet (UV) disinfection system has been awarded to Fay, Spofford & Thorndike, Burlington, MA.  This project currently is in design, with hopes of construction beginning in the fall of 2002.  I would like to thank the Water Advisory Board with their assistance with this project.

 

The Water Division hosted its 17th Annual Open House on Saturday, May 5, 2001 with the highlight being the Award Ceremony of our Annual Water Conservation Poster Contest.  Over 850 posters are judged from the 3rd, 4th, and 5th grades.  This contest could not be possible without the excellent cooperation of the Easton school system—

 

especially, Judy Yankopoulos of the Art Department.  This contest provides a perfect medium to educate all these students to the value of water and the need to protect it.

 

The Water Division continues to remain as leaders in the water work industry.  Our employees are dedicated and committed to their jobs.  The Commonwealth of Massachusetts, Department of Environmental Protection again presented our division with the Public System Award for outstanding performance and achievement. It is rewarding to have employees of this caliber and I would like to personally thank all of them for their continued efforts: Shirley Tufts, Peggy Hannigan, Pam Almeida, John Fresh, Jr., Ray Keys, Scott Habelt, Michael Berry, Richard Mueda, Gerry Coletti, Joshua Ford, Joseph Richard, and John Siscoe.
